Getting a Malaysian driving license follows a fixed path set by JPJ (Jabatan Pengangkutan Jalan): a theory stage, a learner stage and a practical stage, ending with a two-year probation. This guide walks through the whole process for a car (class D) license — the motorcycle process is almost identical, just with different practical modules.
The Three Licenses You Will Hold
- LDL (Learner Driving License) — issued after you pass the KPP theory test. Valid for 2 years, and lets you practice on the road with a qualified instructor.
- PDL (Probationary Driving License) — the famous "P license", issued after you pass both practical tests. Valid for 2 years, with the P plate displayed front and rear at all times.
- CDL (Competent Driving License) — your full license, issued automatically when the 2-year probation ends without suspension or cancellation.
Step-by-Step Process
- Register at a driving institute (Institut Memandu). You cannot apply to JPJ directly — everything is scheduled through a registered institute. Bring your MyKad. Minimum age is 17 for class D (16 for motorcycle class B2).
- Attend the KPP01 theory course. A 6-hour course covering road rules, signs, safe driving attitudes and the KEJARA demerit system.
- Sit the computerised theory test (eUjian). Since the KPP Gabungan update in August 2025, the test is a combined format for all license classes: a colour-vision screening first, then 70 multiple-choice questions in 75 minutes. You need 80% (56 correct) to pass. You can take it in Bahasa Melayu or English.
- Receive your LDL. Your institute processes it once you pass. It is valid for 2 years — plenty of time to finish the practical stages.
- Complete KPP02 — circuit training. About 5.5 hours on the institute circuit: hill start (bukit), parallel parking, three-point turn and the S-bend.
- Complete KPP03 — road training. Around 10 hours of supervised driving on public roads with your instructor.
- Pass the pre-test (QTI). An internal evaluation confirming you are ready for the real test.
- Pass Part II (circuit test) and Part III (road test). The circuit maneuvers are assessed at the institute; the road test is conducted with a JPJ examiner in the passenger seat. Many institutes run both on the same day.
- Receive your PDL. Display your P plates, keep to the rules — accumulating 20 KEJARA demerit points cancels a P license outright, and P drivers have a zero-alcohol limit.
- After 2 clean years, you get your CDL — a full Malaysian driving license, renewable every 1, 2, 3 or 5 years.
How Much Does It Cost?
- Full class D package: typically around RM1,300–RM1,800 depending on state, institute and whether you choose manual (D) or automatic-only (DA).
- Theory stage only (course + eUjian + LDL): usually RM200–RM350 of that package.
- Motorcycle (B2): considerably cheaper, often RM350–RM550 all-in.
- Retests, extra practice hours and license printing carry small additional fees. Always ask your institute for a full written price list before paying.
How Long Does It Take?
Most learners go from registration to P license in 1 to 3 months. The biggest variables are how quickly you pass the theory test and how busy your institute's test slots are. The theory test is the step you control completely — walk in well-prepared and you lose no time.
